File a ticket from your own product

A Partner is an app allowed to file tickets into one organization for people it has already authenticated. The key is hashed. The payload has no organization field. The key is the tenant.

Retries can carry your own case id. A replay returns the existing ticket. Two partners in one workspace may both use the same external id, because uniqueness is per partner.

Replies can be posted onto a specific ticket, with the same kind of idempotency on the message. The path is the ticket, never an implicit active thread.
